Buhm-Suk Baek is an Associate Professor at Kyung-Hee University Law School and a member of the United Nations Human Rights Council (UNHRC) Advisory Committee. He also currently serves as a Commissioner at the Sentencing Commission of the Supreme Court of Korea, an Executive Council Member of the Asian Society of International Law, a Policy Advisory Committee member of the Ministry of Justice and National Human Rights Commission of Korea, and a board member of Korea Human Rights Foundation. Previously, he participated as an advisory member of several governmental committees under the Ministry of Unification and the Ministry of National Defense. He also served as a research director at the Korean Society of International Law, the Korean Society of Human Rights Law, and the Korea Academic Council on the United Nations System.

Professor Baek holds an LL.M. and J.S.D. from Cornell Law School and an LL.B. from Seoul National University. He also received a M.A. in International Cooperation from Yonsei University. As a scholar, he previously worked as an Associate Professor at the College of International Studies at Kyung-Hee University, a research fellow at the Asan Institute for Policy Studies in Seoul, Korea, and a visiting fellow in the Asian Law and Policy Studies Program at Law Center of Georgetown University in Washington D.C., U.S. His interests include international human rights, public international law, international organizations, law and development, Third World approaches to international law, international cooperation and social change, and comparative law of the East Asian legal system.

He is the author of 9 books in English and Korean published by Bristol University Press, Palgrave Macmillan, and Asan Institute for Policy Studies, etc. He has also published many research articles in several academic journals including Asian Journal of International Studies, Korean Journal of International Law and International Public Policy Review. Additionally, he has participated as a presenter at numerous academic conferences held under UNHRC, UN OHCHR, Korean Ministry of Foreign Affairs, KIC-EAI International Conference, MELA & Asser Institute, National University of Singapore, Osaka University, Yale Law School, White & Case L.L.P., and CSIS.
