김종석 박사는 홍익대학교 경제학 교수, 그리고 2009년까지 경제정책 및 경제분석에 있어 민간연구기관 최고의 두뇌집단인 한국경제연구원(KERI) 원장으로 재직했다. 그는 규제개혁위원회 위원(2004-2006)과 정보통신부 정보통신정책심의위원회 위원(2004-2006), 그리고 공정거래위원회 정책평가위원회 공동위원장(1998-2000)으로 활동하였다. 그는 특히 대학교수, 연구원 및 기업대표 그리고 정부정책 입안자들로 구성된 학술단체인 한국규제학회의 창립자이자 전임회장이기도 하다. 현재 그는 지식경제부 경제자유구역위원회 위원, 국무총리실 경제인문사회연구회 이사, 외교통상부 통상교섭자문위원회 위원 그리고 법무부 법무자문위원을 역임하였다.

김종석 원장은 정부규제, 경제발전, 가격규제, 공공서비스사업 관련 규제, 교통경제학 등의 영역에서 학술지와 언론에 폭넓게 기고하고 있다.

프린스턴 대학교에서 박사학위를 취득한 후 다트머스 대학에서 1984년부터 1987년까지 경제학을 가르쳤으며 1995년에서 1997년에 걸쳐 케냐정부의 경제발전 계획과 산업화 전략에 대한 국제연합산업개발기구(UNIDO) 컨설턴트로도 활동하였다.

Dr. Kim is Adjunct Professor at Hong Ik University, and former member of the National Assembly. He was a professor of economics at Hong Ik University in Seoul for 25 years until May 2016, when he was elected as member of the National Assembly. He served as President of Korea Economic Research Institute in 2007-2009. His areas of expertise are government regulation, competition policy, and public sector reform. His recent research interest has been on the role of government in market system and economic development.

In 2011, he was appointed as a member of National Economic Advisory Council for the President. Previously, he served on Korea’s cabinet-level Presidential Regulatory Reform Committee, and on Korea’s Telecommunication Policy Review Committee, and was co-chair of the Policy Evaluation Committee for the Korean Fair Trade Commission. He is founder and former President of the influential Korean Society for Regulation Studies.

Dr. Kim writes extensively in academic journals and news media. He played a key role, as Director of Jacobs and Associates, an international consultancy for regulatory reform, in tailoring J&A’s regulatory reform and regulatory impact analysis (RIA) program to the needs of Asian countries. He is currently Director Emeritus of Jacobs and Associates. He received his Ph.D. in economics from Princeton University.
