"Letter: For a high income country, democracy is a prerequisite"

Martin Wolf’s question “Can China be both rich and communist?” (April 10) cannot be more pertinent in this time of uncertainty and instability.

A high rate of economic growth may be possible for a limited period of time even in a not fully democratic society, supported by a high zeal for education, entrepreneurship for economic prosperity, and competent bureaucracy. May I remind your readers that today’s Korea, the only sizeable country to have moved from low-income to high-income status, would not have been possible without political democratisation, which facilitated and ushered in the growth of the private sector by fully protecting individual freedom? Without democracy, Korea would not have become a high-income country that is competing with leading nations over 5G mobile communications, semiconductors and technology.
